After coming to power in 2014, Prime Minister Narendra Modi started a new tradition of celebrating Diwali with soldiers deployed at the borders. This year, the Indian leader is on a visit to Kargil, situated in the Union Territory of Ladakh, close to the Pakistani border in Kashmir.
