VLADIMIR Putin is targeting Ukraine’s power and water supplies in a “barbaric” campaign after several frontline failures. US Secretary of State Antony Blinken has claimed Vladimir Putin is focusing “his ire and his fire” on civilians as he struggles to maintain his grip on the Ukraine war. He also warned Russia that its strategy would fail to divide Ukraine’s supporters after the tyrant reels after a string of humiliating defeats, including the withdrawal from previously occupied Kherson Mr Blinken said: “Heat, water, electricity.
