North Korea has long claimed its missile and nuclear weapons programs are meant purely for defense, saying it would give up both if the South and the United States agreed to peace and to the removal of US troops from the Korean Peninsula. Peace talks in 2019 failed after the US refused to incrementally lower economic sanctions.
